Leon was a drug dealer that Drew spotted hanging around the surf club while he was working at Noah’s Bar. Drew confronted him about his activities but Leon ignored him so Belle convinced Drew to phone the police. Jack and his corrupt partner George Watson arrived and arrested a bewildered Leon after finding drugs on him. Back at the station, Leon complained to George that he’d paid him $500 to look the other way and would let it be known he couldn’t be trusted. George grabbed hold of him and threatened him and Jack and McGrath had to step in. Leon offered to give Jack information about George but Jack ignored the complaint since George had promised to go straight.
