I think that was cooked up in order to get Irene closer to Olivia at first then it took on a life of its own. Nice mention of Wendy after donkeys years, though.

Roxy was marmite for me. Pain in the arse when it came to relationships, felt for her during the cancer stuff and thought she was generally a decent big sister figure for Sarah.

Kyle, before he went into care after Mrs Bennett's death, only saw Danny on a limited basis as he had a wife (who was cheating on him as well) and kids on the other side of the tracks. Ah as for characters like that not being regulars but if the girlies like the bad boys, the producers keep them (i.e. Kane, damn rapist) after the writers cook up "sympathetic" backstories as "justification" for their acts.
