People who have never seen the original Irene would be shocked by what she was like when she was first introduced. Jacquy Phillips's Irene is genuinely scary and you could see why her kids were afraid to go to the authorities.

I didn't realise this happened, and to be honest the current writers probably didn't either so therefore it never happened...

Fin and Damian were both runaways.  It took a while for Fin to agree to be formally fostered by Pippa and Michael because Damian still lived with Irene in the city for several months before he also ran away and came to live with them.
