It wasn’t until Belle discovered she was in league with Ethan and she tried to kill Amanda did Peter believe she’d been setup. So after she left the bay to go back to the city he realised that he loved her and left to be with her. Presumably although they still went through with the ceremony during the wedding they didn’t sign a marriage certificate so they aren’t actually married. I definitely don't remember them signing the register either (though that seems to happen a lot in soap weddings, you see the couple get announced as being husband and wife and that's it).
