The writers are good at portraying Sally to be older than she really is, so I don't see why not.

No way! And the reason: Tony is like Kim, a nice guy but the type who is all body and no real brain. A relationship between Tony and Sally would fail as did Kim and Rachel: they are very different intellectual playing fields (now that's mixing my thoughts).
