Who do you want to be your central characters?

It could be a story about Aden and Belle. With Belle spiralling deep into depression and Aden being her guardian angel.

Or same for Tony, since Jack's death. Rachel could then save him from his depression.

You could even make it about Jai with all his survivor guilt thing that he has. You could even expand it to be a long triangle thing, Jai/Annie/?

Aden's 19 isn't he? So Belle would be round 19 as well I think.

How about Aden's brother Sean gets out of prison and wreaks havoc on the pair. Sean rapes Belle, then is charged. In court, he is let off. After the trial, he attacks Belle again, at gunpoint. Aden discovers then, and gets into a fight with Sean, he then takes his brother's gun and shoots him... leaving a huge cliffhanger!

^Don't know if this is helpful.The first thing I suggest is that you think about where you want the story to go and where you want it to end up then work out what you need to do to get there or to stop yourself getting there too soon.The second thing is to look at the characters, work out where they are at that moment, put two of them together in a scene and work out what sort of conversation they'd have.It can often help just to write something and then look at it and see if it needs to be rewritten or improved.

(Of course, if you're a control freak like me, you've probably got the whole story plotted out from the start...)
